项目级别同步

将规则同步到特定项目目录。依赖关系记录在项目的 ai-rules-sync.json 中，通过 Git 与团队共享。

主要特征：

• 范围： 当前项目目录 (cwd)
• 配置文件： ai-rules-sync.json（提交到 git）+ ai-rules-sync.local.json（私有）
• 典型用途： 团队共享编码规范、项目特定规则
• 命令： 所有命令默认为项目范围
